U.S. Army Yakima Training Center Draft Permit and Draft Agreed Order Public Comment Period – Legal Newspaper Ad WASHINGTON DEPT OF ECOLOGY NOTICE OF PUBLIC COMMENT PERIOD August 3 – September 16, 2020. Ecology invites you to review and comment on a draft Agreed Order, draft permit, and draft Public Participation Plan, for the U.S. Army Yakima Training Center (YTC) at 970 Firing Center Road, in Yakima, WA. The Agreed Order will provide for cleanup of hazardous substances at the facility. Once the Army signs it, the Agreed Order requires them to take action to improve polluted areas at 8 Solid Waste Management Units (SWMUs) and 13 Areas of Concern (AOCs). For environmental cleanup at this site to continue, the Army must have a Corrective Action Permit. The Resource Conservation and Recovery Act requires this permit by federal law. The law outlines how to manage hazardous waste at a facility. The Public Participation Plan encourages community involvement in the cleanup process and outlines how people can comment on cleanup process decisions. Ecology will consider all comments and may amend the documents based on them. The Agreed Order, Permit and Public Participation Plan may become effective after public comment and review.
