Notice: Announcement of Draft Permits to Discharge to the Yakima Regional Wastewater Treatment Plant

International Paper Company has applied for issuance of a City of Yakima Wastewater Discharge Permit No. CY-IPC-32 in accordance with the provisions of the Yakima Municipal Code Chapter 7.65, Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-216 Washington Administrative Code (WAC), and the Federal Clean Water Act as amended.

Discharge will be wastewater from the production of corrugated containers (cardboard boxes) using paper stock, caustic soda, water based printing inks, adhesive glue, resin, and corn flour starch to the Yakima Regional Wastewater Treatment Plant. All discharges to be in compliance with the General Pretreatment Regulations 40 CFR 403 (Pretreatment Standards for Existing and New Sources of Pollution) and the City of Yakima’s local discharge limits.

Tentative Determinations

The City proposes to issue a permit to the above listed applicant to discharge to the Yakima Regional Wastewater Treatment Plant subject to certain effluent limitations and special permit conditions. These proposed determinations are tentative. A final determination will not be made until all comments received pursuant to this notice have been evaluated.

Public Comment and Information

Interested persons are invited to submit written comments regarding the proposed permits. All comments must be submitted within (30) days of the date of publication if they are to be considered in the formulation of final determinations regarding this proposed permit. Send comments to:

Publication dates of this Notice are January 29, 2021 and February 5, 2021.

If the comments received indicate significant public interest in the proposed permits, or if useful information could be produced thereby, the Wastewater Manager may hold a public hearing. Public notice regarding any hearing will be circulated at least 30 days in advance of the hearing.
