The City of Tieton has received a Binding Site Plan (BSP) entitled Chinook Winds Condominium with a variance and SEPA Environmental Checklist from HLA Engineering and Surveying Inc., on behalf of TAC Land, LLC (Todd Lasley). The appicant proposes the following at their existing site: Binding Site Plan (BSP) and variance reduction to the minimum lot size reduction for the proposed lot 8. See attached site plan. The application was considered complete for processing of the BSP and variance on February 24, 2021.

Notice of Environmental Review

This is to notify all public and private agencies with jurisdiction and environmental expertise that the City of Tieton has been established as the lead agency, pursuant to the Washington State Environmental Policy Act (SEPA) for the above stated project. The City of Tieton has reviewed the proposed project for probable adverse environmental impacts and is issuing a Mitigated Determination of Non-Significance (MDNS) for this project. The optional process authorized by WAC 197-11-355 is being used. The proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures. This may be your only opportunty to comment on the environmental impacts of the proposed project. The city of Tieton is considering the following Mitigation Measures:

1. All Stormwater shall be retained on-site. Applicant shall provide engineered drawings showing how and where Stormwater will be retained prior to any future construction.

2. Provide an abbreviated traffic analysis, including projected level of service at adjacent intersections before and after the proposal.

Your views on the proposal are welcome. There is a 14-day comment period for this review. All written comments received by March 16, 2021 will be considered. Notice of SEPA Threshold Determination

After the 14-day comment period, a threshold environmental determination will be issued without an additional comment period.
